The General Licence constitutes a simplified licensing regime for small-scale electricity generation installations, which obtain a licence by submitting a Notification Form or automatically upon connection to the network.
Scope
The General Licence is granted under the Electricity Market Regulation Laws of 2021 and 2025 and Regulatory Decisions 02/2021, 01/2023 and 03/2025, and applies to the following categories:
RES and Storage

Autonomous RES station (no capacity limit);

RES station greater than 10.8 kW up to and including 50 kW for self-consumption at a premises connected to the electricity network;

RES station up to and including 50 kW with or without co-located energy storage for commercial purposes;

Electricity generation from the installation of solar energy equipment on the shell of a building with a capacity above 50 kW for self-consumption;
-
Electricity generation from the installation of solar energy equipment on the shell of a building with a capacity above 50 kW with or without co-located energy storage for commercial purposes;

Electricity generation from innovative RES technologies with a maximum total installed capacity of 500 kW, with or without co-located energy storage from innovative technologies;
-
Energy storage from innovative technologies with a maximum output capacity of 500 kW.
Generators and Cogeneration

Autonomous generator;
-
Generator connected to the network for commercial purposes up to and including 20 kW;

Generator up to and including 30 kW for own use at a premises connected to the electricity network;

Small-scale high-efficiency combined heat and power (CHP) unit.
Submission of Application
General Licence Grant Procedure
The General Licence is granted and enters into force one month after the date of receipt of the Notification Form by CERA, provided that no additional information or corrective action has been requested in writing.
For electricity generation installations for own use from RES with a capacity of up to 50 kW, no Notification Form is submitted to CERA. The General Licence is obtained upon connection of these installations to the distribution network.
Electricity generation installations for own use from RES with a capacity from 10.8 kW to 50 kW, for which the Distribution System Operator determines that the stability, reliability and safety of the network are not maintained, must submit a Notification Form accompanied by the relevant written notice from the DSO.
Electricity generation installations that commenced operation before 1 January 2022 continue to operate without the obligation to obtain a General Licence.

Change of Details and Termination of General Licence
A holder of a General Licence granted following the submission of a Notification Form must notify CERA within one (1) month in the event of any change in details affecting the General Licence or the termination of the activity, by completing the corresponding Change of Details Form or Termination Form, which are available at the bottom of the page.
Notification Fee
The notification fee is paid through the Portal upon submission.
Annual Fees
Annual fees are paid each year for the maintenance of the licence in force.
